Cesar Goulart is passionate about the potential of technology-enabled change in the healthcare industry. Cesar is a seasoned IT leader with over 20 years of experience in Health Information Technology. He is pragmatic and results oriented, balancing strong strategic alignment with methodical and focused execution to achieve goals and objectives. Cesar began his career as a software developer at Brahma Breweries in Brazil, the company that grew to become AB InBev. In this role he developed and maintained financial systems and eventually built the company’s first iteration of an “Executive Information System”. In the nineties, Cesar joined Presbyterian Healthcare Services, a non-profit integrated delivery network whose complex business model provided him with opportunities across business units leading to a broad understanding of the healthcare business, its imperatives and technology needs. During his tenure at Presbyterian, Cesar led a number of strategic programs and eventually became CIO of Presbyterian Health Plan. After 6 years in the position, he became the VP of IT Strategy and Deployment. In that role, he built an integrated IT governance, planning and deployment framework across all business units.
